This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in RFO FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

The Federal Bureau of Prisons, Field Acquisition Office hereby issues this Request for Quotation (RFQ) 15B0AT26Q70000001 for provision of commercially available Pre‑Employment Screening services, consisting of basic medical screening, urinalysis drug testing, and biometric fingerprint collection performed at community-based facilities.  The contractor shall furnish all labor, equipment, supplies, facilities, and qualified medical personnel necessary to perform required services across the nation.  Information regarding the Federal Bureau of Prisons (FBOP) and its facilities can be located at www.bop.gov. 

This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul.

The resulting award will provide two categories of pre‑employment screening services, each delivered through commercially available community-based facilities. The contract will include:

1. Comprehensive Screening Package for Law Enforcement applicants
   This package includes basic medical screening services (medical assessment, vision testing, color vision testing, and hearing testing), urinalysis drug testing, and biometric fingerprint collection.
2. Limited Screening Package for Non-Law Enforcement applicants
   This package includes urinalysis drug testing and biometric fingerprint collection.

The Government anticipates an estimated quantity of 5,000 Comprehensive Screening Packages and 5,000 Limited Screening Packages per performance period. The contract will consist of a one‑year base period and two one‑year option periods, with quantities repeated in each period. All screening services acquired under this contract will support the agency’s pre‑employment suitability and hiring processes.  A description of services required is attached to this posting and labeled as RFQ Attachment 001- Description of Requirement.

OTHER CONTRACT TERMS AND CONDITIONS:

The Federal Bureau of Prisons intends to establish an indefinite-delivery, requirements type contract with firm-fixed unit prices for service an indefinite-delivery, requirements type contract with firm-fixed unit prices.  It is anticipated that contract award resulting from this solicitation will be made in October 2026.   

Performance Periods:   The periods of performance of a resulting contract shall be – Base Year – Effective Date of Award (EDOA) thru 12 months; Option Year 1 – 13 months from EDOA thru 24 months; Option Year 2 – 25 months from EDOA thru 36 months.

Place of Performance: Services provided in support of this effort shall be performed at vendor facilities, or mobile unit.  The contractor shall ensure that all screening services are available within a 50‑mile radius or one‑hour drive of each Bureau of Prisons facility. The contractor’s network of service locations must meet this geographic coverage requirement as identified in RFQ Attachment 002 – Network of Service Locations.

Reviews: The Contracting Officer or designee is authorized to review by on-site survey, review of records, or by any other reasonable manner, the quality of services rendered under this contract. All records shall be subject to review by the Contracting Officer or Contracting Officer Representative (COR). Payments will be denied when such service does not support the charges or if the service is deemed not necessary or appropriate. Such determinations may be made by the Contracting Officer or COR, whichever is appropriate. All records shall be subject to review by the Contracting Officer or other delegated representatives of the FBOP.

Contracting Officer Responsibility: Authority to negotiate changes in the terms, conditions, or amounts cited in this contract is reserved to the Contracting Officer. This responsibility may be delegated to an Administrative Contracting Officer by the Contracting Officer. The Administrative Contracting Office ACO: The Contracting Office at the Field Acquisition Office is assigned to be the Administrative Contracting Office (ACO). This assignment carries with it the authority to perform all of the normal contract administration functions listed in FAR 42.302 (a) as items 1 through 71 to the extent that those functions apply to this contract. This assignment also includes delegation of authority to perform those negotiation functions as specified in FAR 42.302(b) as item (1) through (11).

Authorized Ordering Official: Task orders may be issued only by the Contracting Officer, Administrative Contracting Officer, or an ordering official for the Federal Bureau of Prisons with an appropriate certificate of appointment. Each task order will identify the services schedule for that period. Orders can be issued orally by facsimile, mail, or electronic commerce methods.

Security and Investigative Requirements: In some circumstances, the contractor may be required to perform services onsite, such as when a local clinic is not available. When onsite performance is required or mobile unit, contractor personnel will not be subject to Government supervision other than for security‑related matters and routine monitoring of contract performance.  Before any contractor employee may enter a Bureau of Prisons facility, the Government may require completion of applicable security and suitability procedures.   

By submitting a quote for service, the contractor and its employees agree to complete the required documents and undergo the listed procedure. An individual who does not pass the security clearance will be unable to enter the FBOP facility. Any individual employed by the contractor who is deemed not suitable by FBOP requirements will not be granted access to perform services under the contract. This is a condition of the contract. Finally, the contractor shall follow 8 CFR 274a regarding employment of aliens.

Privacy Act Notification: A resultant contract will require contracted staff to operate a system of records and maintain documentation that will require adherence to the Privacy Act of 1974. The system of records will be maintained in accordance with community standards for human resources and health care information. The contractor and/or staff are not authorized to disclose this or any information pertaining to an inmate to any non-FBOP source. Any requests for such information shall be forwarded to the Contracting Officer or designee for proper disposition.

Non-Personal Service: The service is a contractual arrangement for and not a personnel appointment. Payment is based on the provision of an end product or the accomplishment of a specific result. The service does not constitute an employer/employee relationship. The contractor will not be subject to Government supervision, except for security related matters. However, contractor performance should be monitored.

Contract Options: Pursuant to FAR 17.203(c), the Government's evaluation shall be inclusive of options. Quoters may offer varying prices for options, depending on the quantities actually ordered and the dates when ordered. The estimated quantity of service required is not a representation to a quoter that the estimated quantities will be required or ordered, or that conditions affecting requirements will remain stable or normal.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026‑01, as amended by all Department of Justice class deviations under the RFO initiative applicable across all affected FAR parts.

Evaluation of Quotes: Quoters must demonstrate the ability to provide Pre‑Employment Screening services for all identified FBOP facilities nationwide in accordance with the Description of Requirement in RFQ Attachment 001. Quotes will be evaluated on a best‑value basis considering price, past performance, and technical capability, including the offeror’s network of service locations, management approach, and the qualifications and experience of proposed personnel. Quotes should not merely restate the government’s requirements but shall address how the quoter intends to meet these requirements. The Government intends to make award based on initial quotations without conducting discussions but reserves the right to conduct negotiations if determined to be in the Government’s best interest.

Quoters are advised that the Contracting Officer will verify registration in the System for Award Management database (www.sam.gov) prior to award of any contract, by entering the potential awardee Unique Entity Identifier (UEI) number into the database.  Failure to complete a registration record may result in elimination from consideration for award.

The North American Industrial Classification (NAICS) code is 621111, Offices of Physicians (except Mental Health Specialists).  The applicable small business size standard is $16.0 million dollars.

DEADLINE TO SUBMIT QUESTIONS REGARDING THE RFQ:

All questions concerning this RFQ must be sent via email to Nicasio Garcia at ngarcia@bop.gov by Noon (12:00pm) Central Daylight Time on Thursday, September 10, 2026.  The subject of the email shall be “Question submitted in response to 15B0AT26Q70000001”, Questions received after this deadline will not be answered.  Answers to questions will be posted to SAM.gov. 

SUBMISSION OF QUOTATIONS:

Quoters shall submit a complete quotation on company letterhead or business stationery, signed and dated, containing all information required by this solicitation. At a minimum, quotations shall include:

1. Contractor Unique Entity Identifier (UEI) as listed in the entity’s SAM.gov registration.
2. Price Schedule as defined in RFQ Attachment 001, Schedule of Items. Quotations shall include firm‑fixed prices for the Base Year, Option Year 1, and Option Year 2. Quoters may offer varying option‑year pricing.
3. Nationwide Coverage Confirmation certifying that all required screening services will be available within a 50‑mile radius or one‑hour drive of each FBOP facility, accompanied by identification of the proposed provider network or service facilities. Quoters shall submit a completed RFQ Attachment 002, Network of Service Locations spreadsheet documenting coverage for each FBOP facility.
4. Technical Capability Description briefly explaining how the quoter will meet all requirements of this solicitation, including the ability to perform all required screening services and describing the quoter’s operational and management approach for delivering services nationwide.
5. Subcontracting Certification Statement indicating whether the quotation does or does not include subcontracting possibilities. If subcontracting is anticipated, the apparent awardee shall submit a Small Business Subcontracting Plan prior to award.
6. Proof of Clinic/Facility Licensures and Certifications, including identification of Key Personnel (e.g., Medical Director and other individuals responsible for clinical oversight and compliance).
7. Professional References for the last three contracts of similar nature, size, and scope. For each reference, provide Customer Name, Address, Phone, Email, Contract Number, Contact Person, Type of Work, Contract Amount, and Contract Status (Active or Complete).
8. Financial Reference including Bank Name, Address, Phone, Email, Contact Person, and a signed “Release of Information” statement authorizing the bank to provide reference information.
9. FAR 52.212‑3 Representations and Certifications, completed and current on the entity’s SAM.gov record, including certification under NAICS 621111, Offices of Physicians (except Mental Health Specialists).

Failure to provide all required information may result in the quotation not being considered for award.
