Existing organic resources do not provide the specialized professional expertise in suicide prevention systems assessment and evidence-based intervention required to conduct an objective, multi-method audit of installation prevention programs, identify systemic gaps, and deliver actionable, evidence-based recommendations. This contract will supplement organic capabilities with external professional expertise, enabling the installation to transition from a reactive crisis response posture to a proactive, system-wide prevention framework.
